EU civil servants went on strike earlier over proposed cuts
The Commission suggests pegging them to inflation for five years and cutting staff by 1 percent a year.
It says it will save one billion euros by 2020.
Officials say they are being made scapegoats.
This EU employee said: "For several years, we've been unable to recruit British civil servants because Commission salaries were already cut in 2004.
So the British believe they will not be paid enough to come and work for EU institutions."
Unions argue that admin costs stack up to just under six percent of the bloc's budget.
But some member states counter that since many national and local government employees are being asked to make sacrifices in the name of austerity, EU civil servants should also have to tighten their belt.
